Yes, Westlake is closed to outside boats. They have chained off the launch ramp. They are refunding everyones launch permit fees.

Closing the launch ramp is something they have wanted to do for a long time and this just gave them a reason to do it. I will be surprised if it lasts.

There is a product made by Nikwax for treating Goretex. You should be able to get it an REI store.

I had a couple of rods like that that I bought in the 80s. They were Billy Westmorland signature spinning rods from BPS. You taped the reel to the handle and they worked great.
