I went to Folsom Lock and Safe to get a duplicate of my Yamaha Vmax key made and they told me I'd need to get a blank from the manufacturer that they'd then cut. Is that the case?
I don't need the rubberized key that came with the boat, just a functioning duplicate.
Anyone know how to get a copy made?

Contact your boat dealer. If you have a ranger than contact the nearest ranger dealer, etc. I have found this to be the best avenue.

if yamaha does it the same for the boats as the bikes and quads you have to order the key from a dealer by the key code. you can also try lock world in s.f. they do all the yamaha keys by code.

I was able to buy one, pre-cut at Buck's Outboard.
If you pull the key part way out of the rubber insert it's in, there's a 3 digit number. Yamaha dealers stock the keys.
$5 for a new one.
