Why didn’t you buy a Ten-day Nonresident Sport Fishing License for $49.95? Allows a nonresident to fish for ten consecutive days.

Because they wouldn’t let me. I was not happy.
They said I could not buy one and had to pay 130. I sent an email to them about it but of course never received a reply. Just an automated response that they’ll respond within 48 hours or so but of course they didn’t. I did buy over the phone because I had no way of getting online or getting a license where I thought I’d be able to buy one.

why is it saying that I'm not actually purchasing a license, but purchasing a voucher for a license?

In the CA Fish and Wildlife website, you need to create a customer profile in order to purchase the actual license on line. Purchasing as a "guest" will only get you a voucher.
